AN ACT Relating to local permit assistance; and adding a new section to chapter 36.70B RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 36.70B RCW to read as follows:
(1) Each county and each city with a population of ten thousand or more that plan under RCW 36.70A.040 shall designate permit assistance staff whose function it is to assist permit applicants. An existing employee may be designated as the permit assistance staff.
(2) Permit assistance staff designated under this section shall:
(a) Publish and keep current one or more handbooks containing lists and explanations of all permit laws. To the extent possible, the handbook must include relevant state, federal, and tribal laws, including the review procedures under this chapter. The local government shall provide a reasonable number of copies of application forms, statutes, ordinances, rules, handbooks, and other informational material;
(b) Establish and make known to the public the means of obtaining the handbook and related information; and
(c) Provide advice regarding the interpretation of the handbook in particular cases.
