Requiring a study of athletic opportunities for girls.



    AN ACT Relating to the study of athletic opportunities for girls; creating new sections; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The legislature intends with the study in this act to determine the availability and location of organized athletic opportunities for girls under age thirteen.  The purpose of the study is also to determine the statistical relationship, if any, between any lack of organized athletic opportunities and the rates of occurrence for girls in a given area of teenage pregnancy, high school graduation, drug involvement, domestic violence, and mental health problems.

 

    NEW SECTION.  Sec. 2.  A study of the availability of organized athletic opportunities for girls below the age of thirteen shall be conducted.  The study must review public and private resources and utilize school district boundaries as the basis for the review.  The study may not be limited to school district resources but must include programs offered by municipal, county, state, federal, and private entities.

    The study must examine whether the availability of opportunities is affected by income, ethnicity, or race.

    The study must include opportunities within the boundaries of the largest urban school district within western Washington, the largest urban school district within eastern Washington, two districts with an enrollment of less than forty thousand students but more than ten thousand students, two school districts with an enrollment of less than ten thousand students but more than one thousand students, and two districts with an enrollment of less than one thousand students.  At least three of the districts must be east of the Cascade mountains.

    The study must include an examination of whether there is a statistical relationship between the lack of organized athletic opportunities and the risk factors and behaviors utilized by the community public health and safety networks in the areas studied.

    The study must be presented to the legislature and the governor by January 1, 1998.

 

    NEW SECTION.  Sec. 3.  The sum of forty-nine thousand five hundred dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 1997, from the general fund to The Evergreen State College for contracting with the Washington state institute for public policy for the purposes of this act.
