                       SUBSTITUTE SENATE JOINT MEMORIAL 8013

Requesting that the Governor hold a monthly meeting for the discussion of issues concerning K-12 and higher education cooperation and coordination.



     TO THE HONORABLE MIKE LOWRY, GOVERNOR OF THE STATE OF WASHINGTON, AND TO THE COMMISSION ON STUDENT LEARNING, THE HIGHER EDUCATION COORDINATING BOARD, THE STATE BOARD FOR COMMUNITY AND TECHNICAL COLLEGES, THE STATE BOARD OF EDUCATION, THE SUPERINTENDENT OF PUBLIC INSTRUCTION, AND THE WORK FORCE TRAINING AND EDUCATION COORDINATING BOARD:

     WHEREAS, The Legislature promotes the creation of a seamless educational system for all Washington students; and

     WHEREAS, Washington's comprehensive system of education is administered by a number of separate state agencies, boards, and commissions; and

     WHEREAS, There has been a lack of regular communication among these groups on the topic of creating a more seamless transition for students from the common schools to higher education and the workplace;

     NOW, THEREFORE, Your Memorialists respectfully pray that the Governor:

     (1) Call a monthly meeting to identify and remove those obstacles standing in the way of creating a seamless educational system for all Washington students;

     (2) Invite the following, at minimum, to participate:  The Commission on Student Learning, a representative of the four-year public institutions of higher education, the Higher Education Coordinating Board, the State Board for Community and Technical Colleges, the State Board of Education, the Superintendent of Public Instruction, and the Work Force Training and Education Coordinating Board; and

     (3) Report any findings requiring legislative action that result from these meetings to the appropriate standing committees of the legislature.

     BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Mike Lowry, Governor of the State of Washington, the Commission on Student Learning, the Higher Education Coordinating Board, the State Board for Community and Technical Colleges, the State Board of Education, the Superintendent of Public Instruction, and the Work Force Training and Education Coordinating Board.
