(DIGEST AS ENACTED)

     Exempts institutions of higher education from the requirement in RCW 43.88.150 that expenditures be charged in such a ratio between appropriated and nonappropriated funds, as will conserve appropriated funds.

     Declares an emergency and takes effect immediately.
