HB 1004-S2 - DIGEST

(SUBSTITUTED FOR - SEE 3RD SUB)

     Authorizes the institutions and the joint center for higher education to purchase services customarily provided by employees in classified service by contracting with individuals or business entities, if the purchase would not result in increased expenditures of public funds.

     Prohibits the termination of permanent, classified employees.

     Requires a contractor to pay wages and provide health benefits that are similar to those generally provided in the locality where the work is to be performed.
