     Designates the membership of the commission, its authority, and its duties.

     Revises the authority of the food and environmental quality laboratory at Washington State University at Tri-Cities.

     Requires a report on the activities supported by the commission by December 15, 2002.

     Makes an appropriation of one million dollars to carry out the purposes of the act.
