Declares an intent to redirect resources to classrooms through the reduction of state-level and school district central office administration.
Directs the joint select committee on education restructuring to review the current roles and responsibilities of the superintendent of public instruction, the board of education, the work force training and education coordinating board, and educational service districts, and develop a recommendation for a revision of the state-level governance system.
Provides for the identification of state rules that inhibit, or do not enhance, student learning.
Encourages school districts to review school district expenditures and take actions necessary to increase the percentage of funds that are used to support the classroom.
Provides that the act shall be null and void if appropriations are not approved.
