(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Authorizes a supplemental levy for use of school facilities for community activities and services.

     Establishes a limit on the levy and provides for a citizen advisory committee to advise the district on the appropriate use of the facilities.

     Requires city and county treasurers to add a separate line item on the tax bill for these community activity levies.
