     Requires payment of attorney fees, costs, and other expenses of litigation to a nongovernmental party which prevails in an action against a governmental entity.

     Places a limit on the award of attorneys' fees based on the net worth of individuals or businesses.

     Requires an annual report on the amount of fees awarded under the act.

     Does not apply to quasi-municipal corporations or special purpose districts, cities with a population less than 7,500, civil infraction actions, vehicle impoundment hearings, and driver's license actions.

     Applies to actions commenced on or after July 1, 1995.
