(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Applies to personal injury and wrongful death actions.

     Does not apply to civil infraction actions, vehicle impoundment hearings, and driver's license hearings.

     Directs the office of financial management to report annually to the legislature on the amount of fees and other expenses awarded pursuant to the act.
