     Makes extensive revisions to the health services act of 1993.

     Provides for expanded enrollment in the basic health plan for adults and children.

     Establishes the health care savings accounts and specifies procedures for implementing the program.

     Provides for insurance reform by providing for portability of coverage by prohibiting an exclusion for pre-existing conditions.

     Establishes the health care policy board and designates the powers and duties of the board.

     Provides for an adjusted community rate standard.

     Establishes a framework for individuals and employers who do not self-fund their employee's health coverage.

     Provides whistleblower protections for persons complaining about improper quality of health care.

     Requires health carriers to establish an explicit process to deal with enrollee complaints.

     Allows the refusal to participate in health care services for religious or moral beliefs.

     Repeals various provisions.
