     Makes extensive revisions to the health services act of 1993.

     Provides for liability reform.

     Terminates the Washington health services commission on January 1, 1996, and transfers its powers and duties to the Washington health care authority, the department of health, the office of the insurance commissioner, and the joint committee on health systems oversight.

     Creates the joint committee on health systems oversight.

     Appoints a five-member health services effectiveness committee.

     Establishes the health care savings accounts and specifies procedures for implementing the program.

     Provides tax credits to persons with fewer than twenty-five full-time equivalent employees if conditions specified by the act are met.

     Directs the legislative budget committee to conduct a feasibility study to determine the effectiveness of contracting out the administration of juvenile and adult inmate health care services.

     Repeals various provisions.
