(DIGEST AS ENACTED)

     Declares that students may receive instruction in Braille reading and writing as part of their individualized education program.

     Requires the instruction to be sufficient to enable the student to communicate effectively at a level commensurate with the student's sighted peers.

     Requires the reasons for a failure to provide instruction to be documented.

     Establishes a process for special education teachers responsible for the education of visually impaired children to demonstrate competency in reading and writing Braille.
