HB 1138 - DIGEST

     Designates the higher education goals for the state.

     Provides for the development and implementation of a simplified allotment and reporting procedure for the institutions of higher learning.

     Authorizes the adjustment of the level of tuition fees above or below the levels prescribed in RCW 28B.15.202 and 28B.15.402 under specified conditions.

     Authorizes the waiver of tuition and fees for needy students.

     Authorizes contracts with independent institutions of higher education to provide services.

     Requires the restructure of the state's financial aid programs into a comprehensive and coordinated system of assistance known as college promise.

     Designs new programs to provide financial assistance to needy students.

     Establishes the state national guard conditional scholarship program.
