     Specifies the goals of the charter schools.

     Limits the number of charter schools to ten state-wide.

     Prohibits the affiliation with sectarian schools or religious institutions.

     Establishes an application and approval process.

     Specifies admission procedures.

     Establishes a board of trustees for the schools.

     Provides for termination of contracts with the schools.

     Directs the legislative budget committee to study the progress of the charter schools and make a report by December 15, 1997.

     Provides that the act shall be null and void if appropriations are not approved.
