     Reduces the fee for the original issuance of a five-year license from fifty to thirty-six dollars.

     Reduces the renewal fee from fifty to thirty-two dollars.

     Reduces the late renewal fee from twenty to ten dollars.

     Provides a fee of ten dollars for the replacement of lost or damaged licenses.

     Revises the distribution formula for the fees.

     Revises application procedures.
