(DIGEST AS ENACTED)

     Directs the department of community, trade, and economic development to enter into a contract with a person or organization to provide assistance to individuals and organizations for the establishment and development of nonprofit educational foundations created to provide financial support and services to assist public schools.

     Provides that the act shall be null and void if appropriations are not approved.

     Expires December 31, 1997.
