(DIGEST AS ENACTED)

     Provides for periodic review of the need of any adoptive parent receiving continuing support, rather than current authority for annual reviews.

     Provides for a study of the appropriateness of extending exceptional cost foster care rates to the adoption support program for special needs children.

     Declares that an adoption shall not be delayed on the basis of race, color, or national origin of the parent or child involved.
