(DIGEST AS ENACTED)

     Authorizes the board to grant waivers from the provisions of statutes relating to the length of the school year, student-to-teacher ratios, and those necessary to implement a school or school district educational restructuring program.

     Directs the joint select committee on education restructuring to study which waivers are necessary.
