     Specifies the circumstances when it is appropriate to extend the right to counsel at state expense to persons who are indigent.

     Specifies the obligations for payment of appellate costs by offenders able to pay, and by the family of the offenders.

     Authorizes a court to excuse payment of costs upon a showing of manifest hardship.
