(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Specifies that the location of the park shall be at a site approved by the state parks and recreation commission.

     Forms a public nonprofit corporation to be known as the Washington state horse park authority and designates its responsibilities.

     Creates the state horse park account.

     Directs the authority to provide preferential use of horse park facilities for youth and the disabled at nominal cost.
