HB 1260 - DIGEST

     Requires the filing of a certificate by a claimant's attorney in any action for damages arising out of the professional negligence of a person licensed under Title 18 RCW.

     Specifies the required elements of the certificate.

     Establishes conditions whereby a health care provider shall not be liable for the decision of a third party payer or others not to pay for health care services recommended by the health care provider.

     Restricts ex parte contacts with health care providers.

     Revises requirements for a minimum level of malpractice insurance for health care practitioners.
