     Specifies the duties of a subscriber-purchasing group.

     Revises the provisions directing the department of labor and industries to conduct pilot projects to purchase medical services for injured workers through health care coverage arrangements.

     Requires subscriber-purchasing groups to obtain a certificate of authority from the insurance commissioner.

     Establishes alternative procedures by which an employer shall secure the payment of compensation for medical aid and directs the department of labor and industries to prepare recommendations for legislation to implement the provision.

     Provides a tax credit to persons with fewer than twenty-five full-time equivalent employees under specified conditions.
