(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Terminates the health services commission on January 1, 1996, and transfers parts of its powers and duties to the Washington health care authority, to the department of health, to the insurance commissioner, and to the joint committee on health systems oversight.

     Creates a joint committee on health systems oversight.

     Directs the legislative budget committee to evaluate the implementation of the act and report its findings by December 1, 1998.
