     Authorizes counties with a population of less than seventy-five thousand to opt out of the GMA.

     Revises provisions for the required twenty year growth projections.

     Revises requirements for areas outside urban growth areas.

     Provides that existing zoning and legal uses are affected only by locally adopted development regulations.

     Provides for the designation of locations for major industrial and commercial areas outside of urban growth areas.

     Directs the incorporation of regional water resources management plans.

     Revises growth management hearings boards authorities and procedures.

     Applies retroactively to July 1, 1990.
