     Authorizes silvicultural burning in eastern Washington for the purpose of restoring forest health if the department determines the burning is appropriate, if the burn meets the requirements of the state smoke management plan, and if the burn will not be conducted during an air pollution episode.

     Authorizes the department of ecology to conduct a limited, seasonal ambient air quality monitoring program to measure the effects of forest health burning.
