(DIGEST OF PROPOSED 2ND SUBSTITUTE)
Provides that, by the end of the 1995-96 school year, each school receiving a student learning improvement grant shall keep on file a building plan to attain the student learning goals and essential learning requirements developed by the commission on student learning.
Requires that documentation of staff development and other activities undertaken to implement the plan over time be kept on file.
Calls for the return of grant funds which are utilized for purposes inconsistent with the plan.
