     Provides that no public employee or education association employee or organization may engage in a strike.

     Prohibits the causing, instigating, encouraging, or condoning of a strike.

     Provides that no public school employer may institute a lockout.

     Provides penalties for violations of the act.

     Authorizes the parties to seek an injunction against a strike or lockout.

     Creates the school aid account.

     Authorizes the discharge of an employee who engages in a strike.

     Establishes mediation procedures for cases where an impasse over issues is reached.

     Specifies limitations on collective bargaining procedures.

     Requires public notice of the terms before the ratification of a collective bargaining agreement.
