                      (DIGEST AS ENACTED)

 

     Declares that agreements negotiated under a public-private initiatives program will not bestow on private entities an immediate or vested right to construct and operate the proposed transportation facilities, but should establish the conditions under which the private developer may participate.

     Terminates the agreement upon payment of costs authorized under the law.

     Prohibits the implementation of the Puget Sound congestion pricing project without legislative review of the social, economic, and transportation policies.

     Establishes requirements for a public involvement process to identify prospective projects to be presented to the 1997 legislative session.

     Imposes a two year moratorium on the selection of additional projects.

     Requires an advisory vote on existing project proposals which propose the use of tolls or user fees.

     Requires the department of transportation to pay the costs of the advisory vote.

     Provides for a public-private local involvement committee to work with the department to define the affected project area.

     Restricts tolls and user fees to payment of a private entities' capital outlay cost.
