HB 1317 - DIGEST

(SUBSTITUTED FOR - SEE 1ST SUB)

     Provides that no projects shall be implemented until the department establishes a public involvement process to identify prospective projects that:  (a) Are acceptable to the impacted communities;

     (b) meet a state transportation need; and

     (c) provide a significant state benefit.

     Requires a review by the transportation commission and approval by the legislature.

     Authorizes the department to reimburse a private entity for developer costs incurred after January 1, 1994, for projects selected in accordance with terms of chapter 47.46 RCW before September 1, 1994.
