     Revises provisions for the Washington scholars program.

     Provides for a waiver for tuition and fees for students selected prior to June 30, 1994.

     Provides that students selected after June 30, 1994, may receive a grant if funds are available.

     Provides that the act shall be null and void if appropriations are not approved.
