     Makes technical revisions to chapter 70.38 RCW.

     Directs the department, by December 1, 1995, to provide recommendations to the legislature on what, if any, system needs to be maintained by the state to assess quality and access issues of health services and facilities.

     Repeals RCW 70.38.095.

     Requires that ambulatory surgical centers must be licensed and specifies minimum standards for the centers.

     Requires the ambulatory surgical centers to be subject to the same charity requirements of hospitals.
