(DIGEST AS ENACTED)

     Provides that juvenile probation counselor and detention services shall be administered by the superior court, unless the legislative authority prescribes alternatives by ordinance.

     Authorizes a consortium of three or more counties in eastern Washington to jointly operate a juvenile correctional facility.
