(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Revises the population limit in RCW 36.70A.040 for adopting a resolution removing a county from the requirement to plan under the section from fifty to three hundred thousand.

     Provides that an urban growth area may be designated that does not include a city if the territory is characterized by urban growth and is adjacent to territory already characterized by urban growth.

     Revises procedures for reviews by the growth management hearings board.

     Authorizes the attorney general to defend or provide assistance in a county's or city's defense of an appeal of the board finding.

     Revises provisions requiring twenty-year population projections.
