(DIGEST AS ENACTED)

     Provides that an employee may donate sick leave to another employee only when the donating member retains a minimum of four hundred eighty hours of sick leave.

     Limits the transfer to six days during a twelve month period.

     Directs the legislative budget committee to study leave transfers and report by December 1, 1997.
