     Declares that, the first year of every biennium, at least two general areas of responsibility in the operating budget must be subject to a modified zero-base budget review.

     Requires the review to analyze the success or failure of the programs and the associated costs based on the legislative intent and the efficiency of the program.

     Requires an estimate on the amount of benefits that actually reach the intended recipients.

     Requires the operating budget to consider the recommendations of the modified zero-base budget review.

     Designates the agencies to be included in the first, second, and third modified zero-base budget review.

     Establishes a joint select committee to establish the method and format for reporting information to the legislature.
