     Declares that any nursing home which converts back to the original licensed bed capacity shall comply with the same life and safety code requirements as when the home voluntarily reduced its licensed beds.

     Provides opportunities to comment on an application for a certificate of need by existing health organizations in the area.

     Provides that a building owner who secures contractual rights to the nursing home beds shall be considered the licensee.
