     Promotes efficiency in delivering water quality programs and assists local governments in promoting and achieving the prevention of water pollution through service-oriented utilities.

     Authorizes cities and towns to adjust or delay rates and charges to aid low-income persons to comply with regulations pertaining to sewer or septic systems.
