     Declares that no person, association, or other entity shall act as a workers' compensation self-insurance group unless it has been issued a certificate of approval by the director.

     Specifies procedures for applying for a certificate of approval.

     Requires the self-insurance groups to adhere to the uniform classification system, uniform experience rating plan, and manual rules filed with the director by an advisory organization designated by the director.

     Requires deficiencies in funds to be remedied, and provides penalties for a failure to do so.

     Establishes procedures for the revocation of the certificate of approval.
