     Changes provisions relating to recipients of aid to families with dependent children.

     Requires recipients of aid to families with dependent children to enter into a contract with the state specifying the rights and responsibilities of each party.

     Does not require caretakers to enter into a contract.

     Prohibits an increase in the grant amount for additional children conceived or born ten months subsequent to the initial application.

     Limits the aid to a maximum of twenty-four monthly benefit payments in a sixty-month period.

     Provides some exceptions to the limitation.

     Prohibits an unmarried parent under age eighteen from being eligible for aid.

     Creates a joint legislative oversight committee.

     Requires job search skills training to be oriented towards local labor force needs.

     Authorizes attendance at four-year colleges or universities if it is shown to be the most efficient way to employment for a particular recipient.

     Revises provisions relating to returning caretakers to economic independence.

     Allows aid recipients to exempt savings accounts with combined balances of up to an additional two thousand five hundred dollars.

     Increases the value of a motor vehicle which may be owned to three thousand dollars.
