     Makes it a gross misdemeanor for a person to operate a sexually oriented business without a business license.

     Makes it a gross misdemeanor for a performer to appear nude or seminude in an adult entertainment business without a performer's license.

     Establishes procedures for suspending or revoking a license.

     Designates zoning restrictions for operation of sexually oriented businesses.

     Authorizes citizens to file complaints charging a violation of the act.

     Prescribes criminal and civil penalties for violations of the act.
