     Abolishes the office of marine safety and transfers its powers, duties, and functions to the department of ecology, effective January 1, 1996.

     Directs the legislative transportation committee to evaluate the appropriateness of the statutory cap amounts set for the oil spill response account.

     Repeals RCW 88.46.920, 88.46.923 and 43.21I.020.
