     Directs the department of revenue to prepare legislation for submission to the 1997 legislature that reorganizes and rewrites the state tax code.

     Provides for an oversight committee to review the redraft to ensure that no substantive changes have been made.

     Provides that the act shall be null and void if appropriations are not approved.
