     Restricts the use of home detention for designated offenses.

     Establishes conditions to be eligible for the special drug offender sentencing alternative.

     Provides for administrative sanctions on offenders who violate the conditions of sentence.

     Does not authorize a first-time waiver for methamphetamine offenders.

     Directs the sentencing guidelines commission to evaluate the impact of implementing the drug offender options provided for in RCW 9.94A.120(6).
