     Proposes a structure whereby any small group of eight to twelve citizens meeting at times and places convenient to themselves may receive public information and queries on issues and communicate back to officials, themselves, and the public-at-large their advisory opinions on those issues.

     Creates the office of citizen councilor within the department of community, trade, and economic development.
