     Provides for the reduction of flood damage through the use of structural and nonstructural projects, such as streambank stabilization, river channel maintenance, land use restrictions, land buy-outs, flood easements, and emergency notification.

     Requires land use regulations to be consistent with a flood management plan.

     Revises rules for gravel removal.

     Revises the criteria for approval or rejection of a hydraulic project permit by the department of fish and wildlife.

     Revises provisions relating to the creation and operation of flood control zone districts.

     Requires a county with two or more presidentially declared flood disasters within the most recent ten-year period to complete a comprehensive flood control plan by December 31, 1998.

     Exempts designated projects from the requirement for a substantial development permit.

     Repeals RCW 79.90.325.
