(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Applies the registration requirements to persons found not guilty by reason of insanity.

     Makes it a class C felony offense for a knowing failure to register or to notify the sheriff when the offender moves.

     Provides that, when a sex offender registers with the county sheriff, reasonable attempts to verify that the offender is residing at the registered address be made.
