     Facilitates the development of a viable commodity market for water rights, encourages voluntary water market transfers, and removes existing administrative, legal, and economic barriers to the voluntary alienation of water rights.

     Provides for the formation of water conservancy districts.

     Limits water market transfers to water conserved by the present user.

     Prohibits transfers if it causes an injury or detriment to the existing rights of third parties.
