     Provides that the presiding officer in an administrative hearing for a water-related agency action taken by the department shall be an administrative law judge.

     Requires adjudicatory proceedings to commence within thirty days of the receipt of an application.

     Authorizes a direct appeal to a superior court.

     Expedites the judicial review of an administrative ruling.
