HB 1789 - DIGEST

     Provides that conserved water may be transferred without limitation.

     Prohibits the department from initiating relinquishment proceedings as a result of information gained through a proposed water rights transfer.

     Establishes procedures for seasonal or temporary changes in use of water from one irrigation district to another.
